The Government of Ontario is providing support for residential customers who have fallen behind on their energy bills as a result of the COVID-19 pandemic.
The objective of this program - known as the COVID-19 Energy Assistance Program (CEAP) is to help residential customers catch up on their energy bills and resume regular payments.
Through CEAP you may be eligible to receive a one-time credit on your electricity bill.
You may be eligible to receive the one-time credit if:
- As of the date you are applying, you have any overdue amounts owing from at least two electricity bills since March 17, 2020.
- You were not behind on your bills prior to the March 17, 2020 Provincial Declaration of Emergency;
- The account holder (the person whose name is on the bill) or the account holder’s spouse or common-law partner (must share the same address);
- The account holder has not received Ontario Electricity Support Program (OESP) or Low-Income Energy Assistance Program (LEAP) grants in 2020.
If your home is electrically heated, or you rely on certain medical energy-intensive medical devices such as; kidney dialysis machine, mechanical ventilators and oxygen concentrator, you could be eligible to receive a one-time on-bill credit of up to $230, and otherwise a one-time on-bill credit of up to $115 in financial support.

CEAP funding is limited. Please note that applying for the one-time credit does not guarantee that CEAP support will be provided. Applications will be processed in the order they are received.
Once the first-come, first-served provincial program funds are depleted, the COVID-19 Energy Assistance Program will close.
In order to submit an application, you must be the account holder (the person whose name is on the bill).
Before you begin, make sure that you have a copy of your Hydro Ottawa bill for reference.
You will need the following information to apply:
- Your electricity bill account number (First 10 digits - as it appears on your bill)
- Your service address (as it appears on your bill); and
- The account holder’s full name (As it appears on your bill – excluding titles such as Mr. or Ms.)

You must enter your information exactly as it appears on your electricity bill. If your information is not entered as it appears on your bill, your application may not be able to be processed until the information can be corrected and verified.
Please complete only one application for your primary residence (where you reside for more than six months of the year). You cannot receive COVID-19 Energy Assistance Program (CEAP) funding for multiple residences, and you can only receive CEAP funding once. If you have natural gas service, you may apply separately for natural gas CEAP support through your natural gas utility.
Complete applications can take up to 10 days process. If approved, a one-time credit amount will appear on your next bill or the following one, depending on where you are in the billing cycle.
Hydro Ottawa will review your application and notify you whether you are eligible for CEAP.

BY PHONE: Customers can submit their application by phone through Hydro Ottawa’s call center. Our call center representatives will accept applications over the phone. Your call will be recorded to document confirmation of all information requested on the application form, including consent and the applicant’s attestation of eligibility.

BY MAIL: You may print the completed signed form and send it by mail to Hydro Ottawa. If you do not have the ability to print the application form, contact us and Hydro Ottawa will send you a copy by mail.
Please note that sending your application by mail could delay the processing of your CEAP application. Applications will be processed in the order they are received. CEAP funding is allocated on the first-come, first-served basis.
