COVID-19 Energy Assistance Program for Small Business (CEAP-SB)

Scam alert: Hydro Ottawa is aware that some customers are receiving calls telling them that a business inspection is required in order to receive CEAP-SB financial relief. This is not true. A visit is not required to qualify for CEAP-SB.

The provincial government has announced additional funding to the COVID-19 Energy Assistance program for small business and registered charity customers. Hydro Ottawa and other utilities across the province will continue to offer CEAP-SB in 2021, or until all funds have been exhausted.

COVID-19 Energy Assistance Program for Small Business (CEAP-SB) provides on-bill credit to eligible small business and registered charity customers towards their electricity bill to help them catch up and resume regular payments.

Through CEAP-SB, you may be eligible to receive a *credit more than once. Customers who previously received CEAP-SB support that was less than the maximum amount of $1,500 and have additional arrears, may apply again, as long as the total amount of on-bill credit received does not exceed that limit.

CEAP-SB Eligibility

As per the updated eligibility requirements announced by the OEB on January 14, 2021, your small business or registered charity may qualify for CEAP-SB support if: 

  • As of the date you are applying, your small business or registered charity has an active account with Hydro Ottawa or a unit sub-meter provider. You will be required to provide your registered business number or registered charity number.
  • Your small business or registered charity is classified as a general service less than 50 kilowatt (kW) customer if the account is with an electricity distributor, or
  • Your small business or registered charity is using less than 150,000 kilowatt-hours (kWh) of electricity annually if the account is with a unit sub-meter provider.
  • As of the date you are applying, your small business or registered charity has overdue amounts owing from one or more previous electricity bill(s) incurred since March 17, 2020, the date of the initial Provincial Declaration of Emergency.

Note: Customers who previously applied but did not qualify will have their original applications re-evaluated and will be contacted directly by Hydro Ottawa if they meet the new eligibility criteria.

Customers who previously applied and received an on-bill credit have been notified by Hydro Ottawa that the funding limits have been increased, and that they can file a new application for additional credits under the new funding limits. No customer can receive total CEAP-SB funding that exceeds the new funding limit of $1,500.

CEAP-SB provincial funding is limited and applying does not guarantee that Hydro Ottawa will have CEAP-SB funding remaining. Once the first-come, first-served provincial program funds are depleted, the program will close.. Applications will be processed in the order they are received.

In order to submit an application, you must be the account holder (the person whose name is on the bill / or the person who’s authorized to act on behalf of the account).

Note: Small business and registered charity customers operating at multiple *locations, whether registered under the same or different Business Identification Number (BINs), are now eligible to apply separately for a credit up to $1,500 for each location.
*Separate applications must be submitted for each location.

If you are not eligible for CEAP-SB, your place of residence may still be eligible for the residential CEAP program or lower-income energy support programs. You may also visit the Ontario Energy Board’s website for more information.

Before you begin, make sure that you have a copy of your Hydro Ottawa bill for reference.

You will need the following information to apply:

  1. The electricity bill account number (First 10 digits - as they appear on your bill);
  2. The service address (as it appears on your bill);
  3. The account holder’s full name (As it appears on your bill); and
  4. Small businesses must provide their registered business number and charitable organizations must provide their charitable registration number.

You must enter your information exactly as it appears on your electricity bill. If the information is not entered as it appears on your bill, your application may not be processed until the information can be corrected and verified.

If you have natural gas service, you may apply separately for natural gas CEAP-SB support through your natural gas utility.

CEAP-SB funding is limited, and Hydro Ottawa will process applications in the order in which they are received (first-come, first-served). Complete applications can take up to 10 days for processing. If approved, the on-bill credit amount will appear on your next bill or the following one, depending on where you are in the billing cycle.

Hydro Ottawa will review your application and notify you whether you are eligible for CEAP-SB.

  1. ONLINE: Through Hydro Ottawa’s customized CEAP-SB online form. Recommended, quick to submit, no need to save and send! hydroottawa.com/ceap-sb-form

  2. BY EMAIL: Using the Ontario Energy Board’s PDF Fillable CEAP-SB Application Form. Once completed and signed, please save your application form and send it by email.

    Please note that due to the secure nature of this form, open it either in Adobe Reader or Adobe Acrobat. Otherwise, please use Hydro Ottawa’s customized online form available at hydroottawa.com/ceap-sb-form.

  3. BY PHONE: Customers can submit their application by phone through Hydro Ottawa’s call center. Our call center representatives will accept applications over the phone. Your call will be recorded to document confirmation of all information requested on the application form, including consent and the applicant’s attestation of eligibility.

  4. BY MAIL: You may print the completed signed form and send it by mail to Hydro Ottawa. If you do not have the ability to print the application form, contact us and Hydro Ottawa will send you a copy by mail.

    Please note that sending your application by mail could delay the processing of your CEAP-SB application. Applications will be processed in the order they are received. CEAP-SB funding is allocated on a first-come, first-served basis.
