Richmond South Station and System Expansion Project

July 2024 - March 2027

Hydro Ottawa’s Richmond South station system expansion project is being undertaken to support the Department of National Defence (DND) Dwyer Hill Training Centre construction project that is scheduled to take place over the next ten years (until 2034). The existing electrical infrastructure in the area does not have the capacity to provide adequate supply.

What will this project include?

Hydro Ottawa’s construction work (our portion of the DND project) will take approximately three years to complete, with a target to have our upgraded Richmond South station - the final phase of the project - energized in early 2027. This will ensure that DND has the power it requires for the remainder of their construction, up to and beyond 2034.

To accommodate DND’s electricity supply request, an additional load totaling ~30MW (progressively) from 2024 to 2034 is required. A system expansion is needed to support the long-term supply for DND. This will include one new transformer, a new switchgear building, and approximately 15km of a new 27.6kV feeder from Richmond South substation.

This will entail overhead and underground work on Garvin Road, Joys Road, Franktown Road, Munster Road and Dwyer Hill Road.

Why are we moving forward with this project?

Hydro Ottawa’s role is to support DND’s construction project and long-term operational needs by providing adequate electricity supply, as per our Conditions of Service.

Hydro Ottawa’s support for this project will benefit the wider community by supplying additional capacity that will improve local service, provide redundancy to our system in the event of future extreme weather events, and support projected growth in the town of Richmond and surrounding area.

Members of the public are invited to attend to learn more about the project, our expansion plans for the area, and speak directly to members of our project team.
