Time-of-Use (TOU) rates

With TOU rates, customers pay rates that generally reflect the value of electricity supply at different times of the day. There are three TOU periods – on-peak, mid-peak and off-peak. Prices are highest during on-peak, lower during mid-peak and lowest during off-peak.

TOU periods are different in the summer (May 1 to October 31) than they are in the winter (November 1 to April 30). The difference reflects the seasonal variations and the customer’s lifestyle and how they use electricity. During the summer, people use more during the hottest part of the day, while in winter, with less daylight, electricity use peaks twice: in the morning and when people get home from work.

Tiered rates

Under tiered rates, the price does not change depending on the time the customer uses electricity; instead, it changes depending on how much electricity the customer uses in a month.

A tiered rate customer can use a certain amount of electricity each month at a lower rate. Once that limit is exceeded, the rate goes up. The thresholds and rates are set by the Ontario Energy Board (OEB) and changes twice a year - for the winter season (November 1 to April 30) and for the summer season (May 1 to October 31).

Ultra-low overnight (ULO) rates

Similar to TOU rates, with ULO, the price depends on when you use electricity. ULO has an additional price period, a different set of rates and offers an ultra-low overnight rate in exchange for a higher on-peak rate.

With ULO pricing you are charged according to the day of the week and time of day that you use electricity. There are four price periods: on-peak, mid-peak, weekend off-peak, and ultra-low-overnight. The ULO plan sets a very low price for the overnight period, however, the on-peak price is significantly higher.

This plan could be beneficial to those who consume a major portion of their electricity overnight, or to those who charge an electric vehicle overnight.

The ULO periods (hours) are the same in the summer as they are in the winter.

Security Deposits

Hydro Ottawa’s security deposit policy applies to all non-residential customers. This policy helps us to keep rates as low as possible for all customers, by preventing rate increases that would result from unpaid bills. Security deposits are determined and managed in accordance with the provisions set out in the Ontario Energy Board’s Distribution System Code.

Non-residential customers can have their security deposit waived if they:

Have previously established a satisfactory payment history with Hydro Ottawa as an account holder in the same name, where some of that payment history has occurred within the previous 24 months; or
Consent to a personal credit check and achieve a satisfactory credit rating. A $15 charge (plus HST) is applied to the customer's account for this service; or
Provide a letter from another electrical or gas distributor in Canada, confirming one year of good payment history in the same account holder name, within the last 24 months. This letter should be mailed to Hydro Ottawa at 2711 Hunt Club Rd, PO Box 8700, Ottawa ON, K1G 3S4. This letter must be received by Hydro Ottawa a minimum of 10 business days before your account is active.

Security deposits for non-residential customers with a demand greater than 50kW may be reduced based on their credit rating from a recognized agency. Allowable reductions are outlined in Hydro Ottawa’s Conditions of Service.
