Ontario Electricity Rebate
The Ontario Electricity Rebate (OER) is a provincially funded credit that reduces the pre-HST portion of eligible electricity bills by 23.5 per cent. If your business qualifies, the rebate will appear as a separate line item labelled “Ontario Electricity Rebate” on your monthly Hydro Ottawa bill.
If you're a business customer, the rebate is automatically applied each month as long as:
Your demand for electricity is 50 kilowatts (kW) or less
Your annual electricity usage is 250,000 kilowatt-hours (kWh) or less

If you’re unsure whether you're receiving the rebate:
check your latest Hydro Ottawa bill for the “Ontario Electricity Rebate” line item. If it’s not listed and you believe you qualify, please contact us.
When you’ll need a self-declaration form
If you want to receive the OER but don’t meet the criteria for it to be automatically applied, you’ll need to complete a self-declaration form. This form is required if you’re a commercial customer billed under a General Service (GS) rate class and you:
- Have an electricity demand greater than 50 kW
- Have an annual electricity usage greater than 250,000 kWh
- Belong to one of these categories:
- Farming business
- Long-term care home
- Multi-unit residential (condominium or apartment building)
- Common elements in individually metered multi-unit buildings where at least 50 per cent of the units are residential
- Retirement residence (not classified as a long-term care home)
- Mobile home park
