Unlocking joy: A fair for everyone

How Hydro Ottawa and the Capital Fair built an inclusive and accessible day for the community.

The morning of Tuesday, Aug. 18, 2026, didn’t begin like an ordinary day at the fairgrounds. As the first guests stepped onto the grounds, a gentle warmth settled over the Capital Fair and the magic took over.

For more than 25 years, this single day has belonged to something bigger. Co-hosted by Hydro Ottawa, the Capital Fair and World’s Finest Shows Midway, Special Needs Day is a private event that was intentionally crafted to transform the fairgrounds into a place where barriers dissolved. The music was softened, the ride speeds were dialed down and the result wasn't just a sensory-friendly environment; it was a place of belonging.

"The day is really important to us because it gives us the opportunity to come and participate in the fair in an environment that feels safe and comfortable — just getting to try all the rides, and having fun," Cindy, a guest at the fair, shared.

From the moment the gates opened, the energy was electric. More than 70 Hydro Ottawa staff volunteers stepped up to welcome everyone like family, assisting guests onto rides, serving lunch, guiding traffic and sharing high-fives and smiles.

"This is my 15th year of doing this, and in my very first year, a caregiver came up to me with her son and said he looked forward to this more than Christmas," said Bryce Conrad, president and CEO of Hydro Ottawa. "This is the day he gets to do what everybody else gets to do. It’s really quite humbling … and one of my favourite days of the year."

Every corner of the fair offered a new adventure.

Laughter echoed near the track as crowds cheered on the high-spirited pig races. Smiles could be seen throughout the petting zoo, where children connected with animals at their own comfortable pace. Eyes widened in awe at the high-flying antics of the extreme dog show, followed by the simple, sweet delight of BBQ and ice cream under the summer sun.

"It's remarkable how many people showed up here today to volunteer; that was really impressive … Everybody has been exceptionally kind and helpful," Miranda, another guest, noted.

For the attendees, it was a day of absolute freedom and became a place to explore, laugh and just be themselves. For the parents and caregivers who attended, the impact cut even deeper.

"There's so many barriers when there are additional medical needs and complexities. A time like this where it's a bit lower occupancy, less noise — it just feels a lot more welcoming," another guest, Lindsay, told us.

Even after the day came to an end, the feeling from it lingered long after the gates closed. It’s a glowing reminder of what happens when a community comes together to ensure everyone gets their moment to shine.
